I have a 98 Voyager minivan with no ABS. It shakes badly when I apply breaks on High Speed. Shaking goes away when it goes below 40 KM/H.

I already have its drums and break shoes replaced for rear brakes and also have its rotor replaced for front brakes.

Also, it seems the shaking comes from the rear of the VAN and not the front since the break pedal or stearing does not shake at all.

Please help.

If the shaking is only there when you step on the brakes, it is probably due to a warped drum or rotor.

Try this: In a large parking lot, pull and hold the park brake release cable while you SLOWLY apply the park brake as you are driving about 25- 30 or so MPH . If you feel a surge or pulsation, it would indicate a rear drum is probably out of round and needs to be ” RE- turned” or replaced.

You are correct in thinking, if you do not feel the vibration in the steering wheel or brake pedal that the problem is probably in the rear. Let me know what you find out.
