There are only a handful of national car insurance carriers these days, but there are tons of agents for these insurance companies.

So you just need to find a local agent that is willing to discount their rates or find an agent that will shop different carriers for you and check to see if you are eligible for any discounts like military, AARP, student driver, limited use etc.
